‘Rotterdam South will be hip and happening’ was the slogan of those years. A network of artist initiatives sprouted up around Foundation B.a.d., in the sub-municipality of Charlois, alongside Gallery Hommes. The Creative Factory and the Art Hotel established themselves near the Maashaven metro station. Underground art platform De Player moved to the Afrikaanderplein square. The Kijk op Zuid Foundation developed a cultural programme for youth in the area around the Van Zetten factory, and an ambitous plan for art in public spaces was being prepared.

Kosmopolis, TENT and the Historical Museum contributed to this changing residential area with a specific cultural programme, exploring new ways of combining cultural heritage with current arts practice to reach new public groups.
